In a recent conversation between Indian Agent General and Mr. Berle of the State Department, the latter said that the State Department had received reliable reports that the Japanese were endeavouring to enlist from amongst Indian prisoners of war, soldiers to fight for Japan.
2. I understand that in Hong Kong the American inte mees were in fact guarded by members of the Sikh Police, many of
Dr. Parsons (see whom had gone over to Japanese service. your telegram No. 4959) has confirmed this, but says that he feels that the attitude of the Indian police is due entirely to force majeure and great pressure brought on them by the Japanese authorities, and does not in any way indicate any real change of heart or readiness actually to fight against the British. If you have any information on this subject particularly as regards the Indian Military prisoners of war which I can usefully pass on to the State Department, I should be glad to receive it.
